We evaluated OpenAI’s new GPT-6.1 Terra on Vals Index v2.2 and its components.

#10 of 28 on the Vals Index (60.17%) at $2.92 per test, behind DeepSeek V4.1 Flash 1017 (61.26%) and ahead of GLM 5.3 (59.73%).

Strongest on coding and EMB: tied #10 of 56 on Terminal-Bench 4.0 (49.49%), #6 of 34 on EMB v1.1 (73.33%) and 84.00% on Vibe Code Bench (#19 of 120).

Weaker on finance, legal and tax work: Finance Agent v2.1 (55.96%, #27 of 32), Legal Research Bench (25.96%, #58 of 86), Tax Agent Bench (15.17%, #57 of 77) and HLAB-Vals-1.1 (1.67%, #29 of 29). On legal and tax questions it often declines to commit to a conclusion the facts support, which fails the rubrics’ required statements.
GPT-6.1 Terra is priced at $1 per million input tokens and $5 per million output tokens ($2 and $7.50 above 272k input tokens). We ran it via OpenAI’s API with reasoning effort max.
